Upper Guadalupe River Project Early Implementation Reaches (Reach 6 and 12, downtown and north San Jose)

These early implementation reaches of the Upper Guadalupe River Project will provide 1-percent flood protection, reduce bank erosion and sediment-related impacts, provide/improve long-term riparian habitat improvements, and improve water supply reliability by combining flood protection elements with groundwater percolation and storage elements along the upper Guadalupe River.  Early implementation reaches include construction on Reach 6 - between Interstate 280 and Union Pacific Railroad bridge crossing near Willow Street in the quaint Willow Glen district and Reach 12 - between Branham Lane and Blossom Hill Road.

Reach 6 is immediately downstream of the federally funded Upper Guadalupe River Project (Reaches 7-12, UPRR to Blossom Hill Road), and upstream of the recently completed federally funded Downtown Guadalupe River Project. However, Reach 6 was excluded from the Federal projects because as stated in the 1998 Corps Final Feasibility Report, it was "unlikely to be economically justified". Therefore, the design and construction of Reach 6 will be carried out soley with local funding. Yet, the upstream reaches 7 - 11 cannot be completed until reach 6 is completed, to avoid induced flooding of the Reach 6 area. Reach 12 is part of the federally funded Upper Guadalupe River Project (Reaches 7-12, UPRR to Blossom Hill Road). This reach has been identified for ecosystem restoration and mitigation for the impacts of the Corps Upper Guadalupe River Project on riparian and wetlands downstream. The project will create large areas of riparian, wetlands and open water habitat. As part of the design, the existing channel will be restored to a functional and geormorphologically stable channel. This reach must be completed before construction of reaches 7 - 11. Construction of the downstream, Downtown Guadalupe Project is now complete, therefore the all elements except for funding are in place to construct reaches 6 - 12.
