The problem addressed by this Watershed FAC is the development-induced loss of ecological
services that were once provided by Bay Area watersheds3. Intrinsic and beneficial water uses
and watershed services valued by humans—such as habitat for flora and fauna, a safe and reliable
water supply, aesthetics, and flood attenuation—have been degraded by extensive recontouring
and paving of the landscape; water extraction, retention, and discharge; pollution from urban,
industrial and agricultural uses; stream channelization; and other modifications.
This Watershed FAC contributes to the Bay Area IRWMP and supports protection and restoration
of Bay Area watersheds by reviewing the ecological services that can be provided by Bay Area
watersheds; proposing goals and objectives for improving conditions or preventing further
degradation; providing an overview of physical, biological, hydrological, geomorphological and
land use conditions for a number of major subwatersheds; describing watershed protection and
improvement programs already underway; identifying programmatic and data gaps; proposing
and demonstrating use of a system for evaluating and ranking project proposals; and presenting
additional proposed projects that would help meet the goals and objectives.
