This document was prepared with funding from the State Coastal Conservancy (Coastal Conservancy)1 and guidance from a stakeholder advisory committee to serve the administrative need for a watershed management/habitat protection and restoration functional area component (Watershed FAC) of the San Francisco Bay Area Integrated Regional Water Management Plan (Bay Area IRWMP). It also serves as a building block for a Bay Area watershed plan, a resource envisioned by the Coastal Conservancy to assist the myriad private and public entities and individuals who are striving to protect, restore and enhance the natural habitats and hydrologic functions of watersheds in the Bay Area.
