The need for flood protection is increasing as development and increasing property values create ever-larger potential for flood damages. Higher sea levels and changing rainfall patterns portend significantly greater exposure to flooding in the future. Existing flood protection infrastructure is decaying, and maintenance is becoming more difficult. At the same time, there is more and more demand for trails and other recreational facilities, and public opinion increasingly supports restoring habitats and assisting threatened and endangered species to recover. In response, Bay Area flood protection agencies are applying stakeholder-based planning and interagency cooperation to integrate recreational uses and habitat restoration into flood protection projects.
